Alec Ross

Alec Ross is one of America’s leading experts on innovation.  He has been an entrepreneur, served for 4 years as Sr. Advisor for Innovation to the Secretary of State, and advised President Obama on the intersection of technology and geopolitics for his first presidential campaign. 

Ross advanced the State Department’s interest on a range of issues including Internet Freedom, cybersecurity, disaster response and the use of network technologies in conflict zones.  Ross’s best-selling book, The Industries of the Future.

Nancy Egan

Director of Government Relations
Maryland Insurance Administration

Nancy Egan represents the Commissioner in matters before the Maryland General Assembly and the Governor’s Legislative Office. Prior to her appointment as Director of Government Relations, Egan served as the Assistant Director of Government Relations at the MIA. Before joining the MIA in 2012, Egan was VP and co-owner of the Mike Egan Insurance Agency.

Egan received her Juris Doctor, from the University of Baltimore, University of Baltimore Law Review. Egan received her Bachelor of Science degree in international economics from the School of Foreign Service, Georgetown University. Egan was a member in the Independent Insurance Agents of MD.

Thomas Phelan, CPA

President & CEO

Thomas J. Phelan, CPA, is responsible for setting the vision for the organization, making strategic decisions, and is accountable for the VP of Finance. Mr. Phelan also worked as a Legislative Auditor for the State of Maryland. A cum laude graduate of Towson University, He has taken extensive post-graduate coursework in mathematics.

Mr. Phelan served as President of the American Association of State Compensation Insurance Funds (AASCIF) from 2012 to 2014 and is also Board President of Kids' Chance of Maryland, Inc., an educational scholarship fund. He is actively involved in his church’s Habitat for Humanity ministry.

Bob has over 30 years’ experience in employee benefits compliance related to issues such as COBRA, HIPAA, and ERISA. Much of his time now is spent on the Affordable Care Act. Bob has authored numerous compliance related articles and publications, and has been the featured speaker at health reform seminars and webinars nationwide.

Shiraz Saeed

Shiraz Saeed is responsible for the strategic direction and expansion of the Cyber Risk products and services available through the Starr Companies.

Prior to joining Starr, he served as a Cyber Product Specialist within the Financial Lines Division of AIG.  He has been responsible for underwriting, distributing and developing Cyber Risk related products/services for AIG, overseeing the east coast territory. Shiraz also has worked in the Retail and Real Estate industries.

Shiraz holds a B.B.A. in Finance from Hofstra University and a M.B.A. with a focus on Strategic Management from Pace University Lubin School of Business.

Brock Thompson

Before Thompson was Chief Revenue Officer, he was an Independent P&C Agent, Process Development manager, Product Manager, General Manager and Senior VP.  He has been working across the Digital Insurance space for the last 11 years. 

Through the use of established premier working relationships focused on mutual solutions and long term sustainability, Brock has helped everyone from Local Agents, Independent as well as Captive, to large National Carriers navigate and maneuver through an ever evolving Digital Insurance space.
